Position Overview
We seek a skilled Senior Contract Specialist to provide comprehensive acquisition support services, covering all aspects of the procurement process from pre-award to post-award, including contract closeouts. The ideal candidate will possess expertise in federal contracting regulations and be proficient in key procurement systems.
Key Responsibilities
- Prepare and process various contractual documents, including market research support, planning documents, and Request for Proposal (RFP) letters.
- Draft and manage communications with contractors, review technical analyses, and prepare key negotiation documents, such as:
- Pre-negotiation objective Memorandums (POM)
- Price Negotiation Memorandums (PNM)
- Competitive Range Determinations (CRD)
- Source Selection Decision Documents (SSDD)
- Manage award documentation, including award letters, unsuccessful letters, and debriefing materials.
- Utilize procurement and financial management systems such as Procurement Integrated Enterprise Environment (PIEE), Procurement Desktop-Defense (PD2/SPS), Army Contract Writing System (ACWS), and Corps of Engineers Financial Management System (CEFMS).
- Process novation agreements and general administrative contract modifications.
- Ensure compliance with federal acquisition regulations, including FAR, DFARS, AFARS, UAI, and JFTR.
- Oversee contract closeouts and maintain contract files in the Paperless Contract File (PCF) system.
- Must have at least 8+ years of experience as a Contract Specialist.
- Must have a Bachelor’s degree in Business Administration or a related field.
- You must have an NCMA certification. A DAWIA or FAC-C certification is nice in addition to an NCMA certification.
- Must have expertise in Contracting Systems such as SPS/PD2, ACWS, CEFMS, and PCF.
- Most tasks involve simplified acquisitions, sole-source contracts, and contract modifications, with potential involvement in other procurement actions as needed.
