The contractor shall serve as Air Staff-level subject matter expert on plans, policies, procedures, tactics, techniques, best practices, solutions, and procedures for IT Portfolio Management, Budgeting, and Reporting. IT portfolios include Protect, Connect, Compute and Store, Enterprise Services, and End User Devices. The contractor shall provide subject matter expertise support to the government in performing IT budgeting related to cross-portfolio management, including IT service management of Enterprise Services supporting Air Force Core Functions.  Additionally, the contractor shall:

  • Provide IT Portfolio Management support to Air Force military and civilian personnel in various forums and meetings and liaise with a variety of internal/external working groups.
  • Serve as a financial consultant to senior management on budgeting strategies, financial management tools, program prioritization, and resource distribution, financial forecasts and projections, and development of annual and long-range financial plans involving multiple funds and appropriations, including Working capital Funds
  • Assist with management of financial information and analysis, financial reporting, Status of Funds, Expenditure Rates reporting, conducting trend analysis and projections of quarterly and year-end statuses:
    • Accrual performance and Congressional appropriations
    • Variance identification
  • As with documentation development required to support the PPBE and AFCS processes and input Air Force data, related to IT Portfolio Management on the appropriate information sites including but not limited to detailed programming and financial planning justifications and documentation for inclusion in the Program Objectives Memorandum (POM) and Five-Year Defense Program (FYDP) submissions
  • Work with multiple software programs including MS Office, ITIPS, and SNAP IT.
  • Review all processes and business rules, re-evaluating between budget submissions (semi-annually) to ensure they are properly documented, in alignment with current guidance, and efficient to the greatest extent possible. An updated process improvement plan will be developed at the completion of each PB submission cycle.
  • Review all new investment registrations for IT Budget compliance.
  • Review/verify lines of accounting/funding data elements for IT/CA investments across the Department of the Air Force, comparing them to other reporting databases (SNAP-IT, DITPR), and ensuring the DAF meets all Congressional reporting focus areas (i.e., USCYBERCOM Enhanced Budget Authority). During this reporting period,
  • Work with the EIT PEMs
  • Provide periodic and other unscheduled briefings on the status of critical joint initiatives for Air Staff, Secretary of the Air Force (SECAF), Joint Staff, and DoD key officials concerning IT Portfolio Management
  • Coordinate with key stakeholders in the PPBE process to include the Cyber CFL or other designated Cyber/IT owners, HAF/SAF 2 Letters to assist SAF/CN in ensuring requirements for enterprise services have been received, submitted into the PPBE process, and have the proper level of funding.
  • Provide the Government with recommendations for the Air Force Policy, OSD policy, Joint policy, and Air Force Doctrine as required.
  • Identify, maintain, and update metrics as required by Air Force, DoD, and OMB

Qualifications:

  • SECRET Clearance
  • Knowledge and experience with the BES and PPBE processes
  • Knowledge and skill in the application of related laws, regulations, policies, precedents, methods, and techniques of budgeting
  • Experience with DoD budgeting a must; experience with Air Force finance and IT budgeting preferred
  • Experience working and interfacing with Headquarters level leadership
  • Knowledge of and experience with SharePoint
  • Bachelor’s degree in Business Management or Finance and 4 years relevant experience. 8 years experience accepted in lieu of degree.
